This photo was part of a slideshow (view here) that was on the Observer website because the Charlotte City Council was going to vote that night whether to transfer funds to go into building news sidewalks (due to the death of two boys and a teenage girl who were all struck and killed by cars as they were walking in areas that did not have sidewalks).
